As a part of the strategically located Gerbangkertosusila region, Mojokerto holds considerable economic potential, particularly in the advertising sector. Despite the existence of regulatory frameworks Regional Regulation No. 2 of 2020 and Mayor Regulation No. 9 of 2020 the implementation remains&nbsp;suboptimal, indicated by frequent violations such as unlicensed billboards, which lead to revenue leakage and reduced urban aesthetics. Data were collected through purposive sampling interviews, field observations, and documentation. The study reveals that (1) communication functions relatively well but is hindered by differing interpretations among agencies, limited public understanding, and ineffective strategies; (2) resources are adequate but face obstacles such as manual tools and limited supervisory staff; (3) disposition of implementers is generally effective due to professional commitment, though compliance and supervision still need improvement; and (4) the bureaucratic structure is supported by digital systems and clear regulations, yet faces issues like low taxpayer compliance and overlapping rules. The background of this study is based on the importance of improving the competence and readiness of inmates for social reintegration through an effective coaching program. The main objectives of the study are to analyze the implementation process, obstacles faced, and the positive impacts of the program. The method used in this study is descriptive qualitative with interview, observation, and documentation techniques. Data were analyzed through data reduction, data presentation, and drawing conclusions based on policy implementation theory according to Merilee S. Grindle, as well as triangulation of sources and methods to ensure data validity. The study findings show that the success of the program is supported by cross-sector stakeholder involvement and the benefits felt by inmates, both in terms of improving skills and additional income. The conclusion of the study confirms that the implementation of the program is going quite well, but there are still challenges related to resources, facilities, and environmental factors that need to be reconsidered, especially when moving to an integrated prison. Although Regional Regulation Number 10 of 2017 concerning Waste Management has been issued, the implementation of this policy has not yet produced optimal results. This study aims to analyze the implementation of the regulation and identify the supporting and inhibiting factors affecting its execution. The research employs a descriptive qualitative approach with data collection techniques including field observations, in-depth interviews, and documentation. The findings indicate that the main obstacles to policy implementation include a lack of public outreach, limited facilities and infrastructure, weak inter-agency coordination, and insufficient budgetary support. On the other hand, the commitment of technical implementers on the ground serves as a foundational asset for achieving a sustainable waste management system. Indonesia, as a developing country, faces complex challenges regarding the existence of street children caused by poor family economic conditions and surrounding environmental influences. Street children face marginalization, high risk levels, and exploitation with limited access to education and health services. This research employs a qualitative descriptive method with a participant observation approach at WEPOSE's main headquarters and its assisted areas, covering 336 street children in five strategic locations. The analytical framework uses Suharto's "5P" community empowerment strategy theory, which includes enabling, strengthening, protecting, supporting, and maintaining. Data collection techniques were conducted through unstructured interviews, documentation, and participant observation with purposively selected informants. Data analysis uses the Miles, Huberman, and Saldana model through stages of collection, condensation, narrative data presentation, and conclusion drawing. Data validity was tested using source triangulation to ensure the credibility of findings. The research method uses a descriptive qualitative method. This study uses the Theory of Effectiveness according to Edy Sutrisno (2007) consisting of five main indicators, including: Program Understanding, Right on Target, Right on Time, Achievement of Goals, and Real Change. This study uses primary data collection techniques and secondary data obtained from observation, interviews, and documentation. The results of the study indicate that the use of the Surabaya Teacher Application Information System (SIAGUS) is in accordance with 5 indicators, namely a good understanding of the program thanks to intensive socialization and increased digital literacy of teachers in the administration of promotions which were previously complicated. ; SIAGUS is also right on target, as evidenced by its ability to accelerate the verification of Credit Point Assessments (PAK) and become an example for other regions, as well as being a concrete solution to teacher complaints regarding inefficient manual systems. ; In terms of timeliness, SIAGUS accelerates the promotion process with a real-time status monitoring feature, although it still faces technical obstacles such as slow connections or servers, so infrastructure improvements are needed. ; The goal of SIAGUS has been achieved in simplifying and accelerating promotion administration, providing significant benefits for teachers in reducing administrative burdens and for the Education Office in increasing efficiency and transparency. ; The presence of SIAGUS also brings real positive changes, changing the burden of manual administration into an efficient digital process and freeing up teachers' time to focus on learning, making it an essential innovation that increases teacher job satisfaction. The focus of the problem lies in the effectiveness of e-performance and ASN performance at the Surabaya City Transportation Agency. This quantitative research employs the Effectiveness variable (X) as an independent variable, referring to Duncan's theory (1973). The employee performance variable (Y), as the dependent variable, refers to the theoretical approach of Bernardin (2012). This study employed a quantitative methodology, collecting data via questionnaires and documentation. The population comprised 236 State Civil Apparatus from the Surabaya City Transportation Agency, with a sample of 142 respondents determined based on the Issac and Michael table. The results show that the effectiveness of the application of e-performance has a positive and significant influence on the performance of ASN at the Surabaya City Transportation Agency. The results of the t-test show that the significance value is 0.000 (p &lt; 0.05), and the t-count is 14.565 (t-count&gt; t-table 1.977). The coefficient of determination test yields an R-squared value of 0.602. The Kauman Village Office, Bojonegoro Regency, has implemented online public services, namely the Panah Srikandi Program, which aims to facilitate the processing of population administration documents such as e-KTP, KK, birth certificates, death certificates, KIA, and Letters of Transfer to village communities. This&nbsp;study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observations, and documentation. This study aims to describe and analyze how successful the Implementation of the Panah Srikandi Program is in improving administrative services to village communities. The focus of this study is analyzed using the theory of policy implementation according to David C. Korten, namely Programs, Implementing Organizations, and Target Groups. The results of this study indicate that the implementation of the Panah Srikandi program in Kauman Village has been running well in accordance with the established program regulations. The evaluation is based on five indicators: effectiveness, efficiency, accessibility, user data privacy and security, and public satisfaction and participation. This research uses a descriptive qualitative method. Data were collected through observation, interviews, and documentation. The results show that, in terms of effectiveness, systems such as Pioneers and Siantan have accelerated administrative processes and expanded service coverage. In terms of efficiency, these systems have reduced physical queues and shortened service times, although limited daily quotas remain a constraint. Regarding accessibility, digital literacy gaps—especially in certain areas still hinder some citizens from utilizing electronic services. User privacy and data security are maintained through collaboration with the Communications and Information Agency (Kominfo) and the implementation of security testing. Meanwhile, overall public satisfaction is relatively high, despite complaints about network access and limited service hours. Community participation is also actively seen, including initiatives to assist other residents in using online services. In 2023, the number of street children fostered by the Integrated Child Service Center (PLAT) was 29, and in 2024 this figure increased to 39. Most of these children were identified as drug users and alcohol consumers. This study aims to analyze the role of the Social Affairs Office in addressing the growing number of street children. The research employed a qualitative method with a documentation study and content analysis approach. The findings indicate that poverty, dysfunctional family conditions or divorce, and environmental influences are the main factors that drive children to live on the streets and become neglected. The Social Affairs Office of Pontianak City carries out its role through the Integrated Child Service Center (PLAT) unit, which provides guidance to street children who have undergone urine and blood tests to confirm drug use. Furthermore, according to the Pontianak City Government, effective collaboration is required between the local government, the National Narcotics Agency (BNN), and the Indonesian Child Protection Commission (KPAI) of Pontianak. It is further emphasized that prevention programs should be aligned with policies at various levels of government to reduce the number of street children. The main objective is to support their business development to make them more competitive and expand their market. Five variables were used for the business development process: meeting expectations, improving and changing, creating strengths, business feasibility, and technological mastery. The research location was a micro-enterprise center in East Java, a long-established micro-enterprise center that sells various types of products. The population and sample size were the same, i.e. 84 entrepreneurs, and were classified as saturated samples. The data collection method used research instruments distributed using Microsoft Forms via WhatsApp. The analysis method used multiple linear regression analysis, with the aim of estimating the regression equation. Hypothesis testing prioritized partial hypothesis testing of the five variables used. The test results showed that three variables had a significant influence: meeting expectations, improving and changing, creating strengths, and two independent variables, i.e. business feasibility, and technological mastery, turned out to be insignificant. Based on the test results, business actors must focus on two areas, i.e. business feasibility and technology implementation. However, in the development of Bulaga Tourism, there are still several problems that occur such as the lack of tourism promotion and limited funds to carry out comprehensive development. This study aims to describe community participation in the development of hills, lake and cave (BULAGA) in Pucakwangi Village, Babat District, Lamongan Regency. The type of research used is descriptive qualitative. Data collection was carried out through interviews, observations, and documentation using purposive sampling techniques. The results of the study showed that community participation in the development of Bulaga Tourism was quite good. Community participation is indicated to be at the level of providing support to develop Bulaga Tourism. Despite the policy that used clothing is prohibited from being imported, the phenomenon of thrifting and circulation of imported used clothing is still found, including in Pasar Pagi Tugu Pahlawan Surabaya. This research uses a qualitative method with data collection through observation, interviews, and documentation of Tanjung Perak Customs employees and imported used clothing traders. Data analysis used the Miles and Huberman interactive model, and triangulation for data validity. &nbsp;The results showed that policy control by Tanjung Perak Customs was carried out through three dimensions according to Riant Nugroho's theory, namely: (1) Monitoring, has reflected early detection efforts for the entry of imported used clothing through document and physical checks in the Customs area; (2) Evaluation, comparing the results of supervision that are close to policy objectives, system improvements, and increased enforcement that reflects the intensity of supervision; and (3) Rewards carried out in the form of confiscation and destruction of imported used clothing as a form of administrative sanctions for violations, as well as news in the mass media and customs classes to overcome challenges from the importer side such as the principle of “ignorance”.
